Roberto Giachetti, an MP for the opposition, centrist Italia Viva (IV) party, on Friday interrupted a protest at the 20-month gridlock in the parliamentary commission that oversees State broadcaster Rai by chaining himself to his bench in the Lower House, and said he would shortly hold a press conference.     After 12 days on hunger strike over the issue, the lawmaker had said he was lifting the level of this protest by refusing liquids.     The commission is inactive and is unable to elect a
