At its peak, Tilt Cove, N.L., had a busy copper mine supporting about 1,500 residents. Now, only two couples — siblings who married siblings — live in the secluded community. Don Collins, mayor of Tilt Cove, grew up and raised his family in the town. For him, the move is not an easy one, but the harsh winters and minimal health services were taking a toll.
