LOS ANGELES -- After January's wildfires reduced thousands of homes in Altadena and Pacific Palisades to heaps of ash and rubble, wildfire survivors hoped federal disaster workers would give them a fresh start on a rebuild-ready lot. But many residents say that has not been the reality.
