KIGALI, Rwanda Ivory Coast's President Alassane Ouattara was declared the winner of the country’s presidential election, securing a fourth term in office, according to provisional results announced Monday. Ouattara won 89.77% of the vote, results released by Independent Electoral Commission President Ibrahime Kuibiert-Coulibaly showed.
