Magistrates union ANM on Wednesday warned that a reform that will see preliminary investigations procedures overseen by a team of judges, rather than an individual magistrate, risks causing "paralysis". Preliminary investigations judges (GIP) decide on wide range of questions, such as whether suspects should remain in detention after an arrest and whether a probe should be shelved because there is not enough evidence of the alleged wrongdoing. ANM President Giuseppe Tango told a hearing of the
