In a recent announcement on his Telegram channel, Chechen leader Ramzan Kadyrov said that he has rescinded an order to stop taking Ukrainian soldiers as prisoners, a command he claimed to have issued after a drone attack on the Russian University for Special Forces in Gudermes on October 29. Kadyrov stated, "Those willing to surrender to Russian troops will live. I don’t envy the others." He alleged that over the past few days, the department for handling petitions in the Chechen administration
