ANKARA Al-Qassam Brigades, the military wing of Hamas, handed over on Saturday two Israeli captives to the International Committee of the Red Cross (ICRC) in Rafah, southern Gaza, as part of the seventh exchange under the Jan. 19 ceasefire deal.
