The government's new security decree will include sanctions against the parents of kids who carry banned knives, a draft of the crackdown decree said Thursday.     The decree before cabinet later Thursday mandates "an absolute ban on carrying instruments with a flexible, sharp, or cutting blade longer than 5 centimeters, switchblade or butterfly blade, easily concealable, and frequently used" and says that the failure to respect the ban "is punishable by one to three years of imprisonment".
