Millions of households in England are set to suffer a fresh blow to the finances with another big rise in council tax - sparking a fresh warning from debt campaigners. Figures from the Ministry of Housing, Communities and Local Government show the average B and D council tax set by local authorities in England will rise by £111 - or 4.9% - to £2,392.
