Sept. 27 (UPI) -- The key to achieving unification of the Korean Peninsula is human rights, policy experts and activists said Friday, as they criticized decades of failed government efforts that have led to North Korea 's ongoing proliferation of weapons and oppression of its people. Gathering Friday in Seoul for the three-day International Forum on One Korea, organized by the Global Peace Foundation, experts on North Korea stressed that the peninsula crisis was at an inflection point, and that
