The U.S. State Department has formally rejected a United Nations migration declaration, accusing the international body of promoting what it described as "replacement immigration " in the United States and across Europe—a phrase that has become politically and rhetorically charged in recent years. In a statement released Monday, the department said Washington would not participate in the International Migration Review Forum (IMRF) and would not support the "progress declaration" adopted at the
