According to Andriy Teliupa, Deputy Minister and Head of the Coordination Center for Smart Specialization Implementation, Smart specialisation was originally created as a tool for regional development and strengthening ties between countries and regions within the EU. However, it is now seen as a powerful instrument that, if widely adopted, can significantly contribute to the development of Ukrainian regions and help them identify and grow their strongest assets.
