Strasbourg, 6 May - Overcrowding, understaffing and difficulties in staff recruitment remain the main problems of Slovenia's penitentiary system, according to the most recent report of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT).
