Doubts are emerging over the success of an Israeli strike that targeted Hamas leaders in Doha on Tuesday, according to two Israeli officials. The strike targeted Hamas’ chief negotiator Khalil al-Hayya and others, but Hamas did not list Al-Hayya among the dead.
