Russia struck the State Emergency Service building in Kyiv Oblast on May 24 — the facility that handled emergency calls for civilians across the region. “This is not a military facility,” said Oleksandr Dryha, Deputy Commander of the local Special Rescue Unit. “People were simply being helped here.”
