Uri Singer ’s Passage Pictures has secured the rights to “In the Blue,” the next feature film from writer-director duo Delilah Napier and Lucy Powers. The pair’s feature “Floating Carousel” premiered this year at the Woodstock Film Festival, where it won the Ultra Indie Award for Best Narrative Feature.
