Italy's annual inflation rate for September was steady at 1.6%, the same as August, Istat said on Thursday, confirming the preliminary estimate it gave at the end of last month.     The national statistics agency said its consumer price index was down by 0.2% in month-on-month terms.     It said core inflation, excluding energy and unprocessed food, edged down to 2.0% from 2.1% in August.     Istat said its 'shopping trolley' index of the prices for food, household goods, and personal care
