I n late March, a federal appeals court allowed the effort by Elon Musk and his Department of Government Efficiency (DOGE) team to shut down the U.S. Agency for International Development (USAID) to continue. Secretary of State Marco Rubio recently posted on social media that he had canceled 83% of the agency’s programs.
