US Secretary of State Marco Rubio has said delegations in Geneva have made a "tremendous amount of progress" on Ukraine peace talks. It comes after Europe worked up counter-proposals to a 28-point US-Russia peace plan which had caused alarm in Kyiv, the West, and even among some US officials.
