When U.S. President Donald Trump introduced his “5 percent doctrine,” referring to his demand that NATO allies spend 5 percent of their GDP on defense and security by 2035, NATO Secretary-General Mark Rutte called it a “transformational leap.” Indeed, the alliance’s own practice is to assess allied contributions primarily through a fixed percentage of GDP devoted to defense spending.
