France is advising Bahrain on a draft United Nations Security Council resolution that would authorize the use of force to reopen the Strait of Hormuz and restore global energy flows, according to three diplomats informed of the process. The draft resolution — currently being discussed by France, the United States and Gulf countries in New York — would seek the Security Council’s backing for an operation to “restore international peace and security” under Chapter 7 of the U.N. Charter. Tehran’s
