Central bank warns of persistent structural labour shortages in Romania despite signs of improvement

Romania continues to face significant labour market pressures, with the National Bank of Romania (BNR)’s latest Inflation Report (August 2025) highlighting, in a dedicated section, that labour shortages remain largely structural and deeply connected to education, demographics, and migration. According to the BNR report, around 40% of companies reported difficulties in finding qualified staff between September 2024 and February 2025, a share that rises to 54% among corporations. EU-wide
