South Korea, despite its powerful defense industry and the threat posed by the Russian–North Korean alliance, has not provided military assistance to Ukraine due to a deep political divide within the country. Every change of government reverses foreign policy in opposite directions: from the soft approach of the progressives, who avoid confrontation with Russia, to the tougher stance of the conservatives, who came close to deciding to supply weapons to Ukraine but were blocked by the opposition.
