Italy's ambassador to Bolivia, Fabio Messineo, received the Bolivian Olympic delegation on the eve of their departure for Milan, where they will participate in the Winter Olympics for the eighth time.     The ambassador wanted to recall how the first Bolivian participation dates back to 1956, when the Games were held in Cortina d'Ampezzo, and stressed how the Andean country with its presence honors the true Olympic spirit.     Messineo also insisted on the 'importance that sport assumes today
